Perhaps. The thing is, everything else since then has sucked. Big time. Autotools was designed when cross-platform development was more prevalent. Nowadays new coders think cross platform means Ubuntu and RedHat. It just ain't so.
That's like saying an airline that flies to everywhere in the world except the US, India and China is not really an 'international' airline. Not correct. Cross-platform essentially means that it runs on multiple important platforms, not necessarily including the largest one.

Autotools is definitely NOT cross-platform. You can't ignore the single largest platform in the world (Windows) and claim to be "cross-platform".
